EXCERPTS FROM DECLARATIONS OF INTERNATIONAL HEARINGS ON TIBET
BONN INTERNATIONAL AND NON-PARTISAN HEARING
TIBET AND HUMAN RIGHTS
BONN, WEST GERMANY, APRIL 1989
We, the participants of the Hearing on Tibet and Human Rights, have come together from all parts of the world and have listened to the testimonies of Tibetans, some of whom have recently fled their country, and reports from scholars, eyewitnesses, Parliamentarians, and other concerned people on all aspects of the Tibetan situation. We condemn the continued illegal occupation of Tibet, the gross and systematic violations of human rights, the destruction of the environment, and the overwhelming military presence in Tibet. We insist that the People's Republic of China immediately lift martial law and release all those who have been imprisoned in the course of their struggle for human rights and freedom. We affirm our belief in the freedom of Tibet and the inalienable right of the Tibetan people to assert this freedom and call upon the People's Republic of China to respect the right of the Tibetan people to determine their own future, free of foreign interference, in accordance with the UN General Assembly Resolution 1723 of 1961 and to allow free access to Tibet to independent international human rights organizations and press. We strongly endorse the Five-Point Peace Plan as presented by H.H. the Dalai Lama. We urge the People's Republic of China to enter into sincere and substantive negotiations with representatives appointed by H.H. the Dalai Lama. We call upon governments, political leaders, and all concerned persons to take all possible measures to further the cause of the Tibetan people. We, the participants of this hearing, confirm that we will join in our efforts to draw attention to this resolution, to approach Parliamentarians and Governments to take up the issue of Tibet and to hold similar hearings and conferences.
